"content": "<div><span style=\"font-family: TimesNewRomanPS; font-size: 12pt; font-style: italic;\">ARCHERY GB has requested an interpretation as to whether the outsert pin nock system, as shown in the photographs are allowed in the Longbow Discipline for 3D Archery?</span></div>\r\n<div class=\"page\" title=\"Page 1\">\r\n<div class=\"layoutArea\">\r\n<div class=\"column\">\r\n<p><span style=\"font-size: 12pt; font-family: TimesNewRomanPSMT;\">The Constitution and Rules Committee (\u201cC&R\u201d) finds the question presented to be within the terms of reference of the Technical Committee after consultation with the Field and 3D Archery Committee.</span></p>\r\n<p><span style=\"font-size: 12pt; font-family: TimesNewRomanPSMT;\">C&R has determined that the following interpretation is not contrary to the existing rules or Congress decisions.</span></p>\r\n<p><span style=\"font-size: 12pt; font-family: TimesNewRomanPS; font-weight: 700;\">Response from the Technical Committee:</span></p>\r\n<p><span style=\"font-size: 12pt; font-family: TimesNewRomanPSMT;\">It is the majority decision of the Technical Committee that the outsert pin nock system for wood arrows is legal for use in the Longbow division of World Archery. As clarification for use, the outsert nock system must attach directly to the wood shaft and may not in any way contact the fletching of the shaft.</span></p>\r\n</div>\r\n</div>\r\n</div>",

"content": "<div>Three questions were raised by the Dutch Archery Association:</div>\r\n<div>1. Given Article 21.5.3, is it acceptable to deny entrance to a para-athlete without valid classification if the organizer (e.g., of a national championship) can fill all seats available with able-bodies athletes and para-athletes with valid classifications?</div>\r\n<div>2. Given Article 21.11.3, can para-athletes claim a minimum space of 1.25m on the shooting line at non Para-Archery event?</div>\r\n<div>3. Articles 13.9 and 15.4.3 state that athletes with a classified disability may be on the shooting line. Should this be interpreted as a favour, or as something they are entitled to (all the time)?</div>\r\n<div>The Constitution and Rules Committee finds the question presented to be within terms of reference of the Para-Archery Committee.</div>\r\n<div>The Constitution and Rules Committee has determined that the following Interpretation of the Para-Archery Committee is not contrary to the existing rules or Congress decisions.</div>\r\n<div>Response from the Para-Archery Committee:</div>\r\n<div>Response 1 - The event appears to be one in which there are opportunities to compete for Para and non- Para athletes. The issue is not one about \u201cdenying\u201d entrance, but rather in which division the athlete may compete. Indeed, if an athlete has a valid classification card (either international or domestic depending on the level of tournament) then the person has the right to compete in the Para-Archery section of the event. If there is no valid classification card, then the athlete is entitled to take part in the able bodied divisions. Additionally, under Article 1.4.2.3, the organizers may not discriminate against any athlete or class of athletes in determining who may participate, whether able bodied or otherwise. The determination of who is entitled to participate must apply to all athletes in a non-discriminatory manner such as based on time of application, rankings, score level or otherwise.</div>\r\n<div>Response 2 \u2013 Article 21.11 refers to Para-Archery events only, otherwise the standard amount of space is the rule which applies. However, most local organizing committees, when having wheelchair athletes, are prepared (but this remains discretionary) to have only two athletes, one wheelchair and one other athlete on a target.</div>\r\n<div>Response 3 - This is not a \u201cfavour\u201d and the term \u201cmay\u201d is to be interpreted as an entitlement for the athlete i.e., it gives the athlete the option of staying on the line or not, according to their personal preference. Some Para-Archery athletes do leave the line, especially if the weather is particularly hot or cold/wet. However, most elect to remain on the line for the entire shoot/round, as is their right. Please note that Book 3, Article 13.2.2, states that wheelchair athletes can stay on the line for the entire match and Book 3, Article 21.11.3, provides that wheelchair or other seated athletes may stay on the shooting line at all times.</div>",

The Constitution and Rules Committee has determined that the following interpretation of the Technical Committee is not contrary to the existing rules or Congress decisions. <br />\r\nResponse from the Technical Committee: <br />\r\nIt is the unanimous decision of the Technical Committee that the arrow rest presented by the Icelandic Archery Committee is legal in the recurve and bare bow divisions.<br />\r\nRule 11.1.3 (22.3.3 for Bare Bow); An arrow rest which can be adjustable. <br />\r\nUnder this rule, any arrow rest is legal in the Recurve and Bare Bow divisions as long as it is within 4 cm (2 cm for Bare Bow) inside of the pivot point of the grip, does not offer an additional aid in aiming and is not electric or electronic.</div>",

Article 11.2 indicates the following equipment is allowed in the Compound Division:</div>\r\n<div>All types of additional devices are permitted, unless they are electric, electronic, compromise safety or create unfair disturbance to other athletes.</div>\r\n<div>It is our decision that the anti-grip device does not contravene any existing rules for the Compound Division and is therefore legal for competition for able bodied athletes and the Compound Open class for Para-Archery.
